From September 30 to October 30, 2026, Wallonia is holding a public consultation on a new carbon community for the Water sector and amendments to existing carbon conventions.

Wallonia is launching a public consultation running from September 30 to October 30, 2026. This initiative is part of the carbon neutrality decree of November 16, 2023, and the decree of the Walloon Government of February 1, 2024, concerning carbon conventions.
The consultation covers two main aspects: the draft convention for a new carbon community focused on the Water sector, and the draft amendments n°3 for ten of the twelve carbon communities that entered into convention in June 2024.
A thirteenth carbon community, dedicated to the Water sector, aims to join the scheme. Comprising SPGE, SWDE, and CILE, it is structured around technical basins and interconnected infrastructure to ensure functional hydraulic coherence and precisely define the perimeter involved in the convention. Its draft convention is submitted for public consultation in accordance with Article 34, 2°, of the carbon neutrality decree.
Furthermore, ten of the twelve carbon conventions signed in June 2024 are subject to amendments n°3. During their first convention year, member companies were required to conduct an entry audit. Based on this audit, each company had to define an action plan, propose engaging objectives, and formalize a vision for carbon neutrality by 2030, 2040, and 2050. These proposals were then reviewed and validated by the Technical Committee.
The third amendment replaces the second, which could not publish all validated member objectives. This new amendment now allows for the publication of individual objectives for all concerned members, updating community objectives accordingly, and formalizing any member exits or new entries. These amendments are subject to consultation as per Article 36, paragraph 2, of the carbon neutrality decree.
The projects submitted for consultation, along with information on objective validation, are available online. Participation is open until October 30, 2026.
